MINUTES OF THE SPECIAL CITY COUNCIL MEETING

JANUARY 29, 2018

 

Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Saint Peter was conducted in the Governors' Room of the Community Center on January 29, 2018.

A quorum present, Mayor Zieman called the meeting to order at 3:00 p.m.  The following members were present:  Councilmembers Pfeifer, Kvamme, Johnson, and Mayor Zieman.  Absent were Councilmembers Carlin, Brand and Grams.  The following officials were present: City Administrator Prafke and City Attorney Brandt

Approval of Agenda – A motion was made by Johnson, seconded by Pfeifer, to approve the agenda.  With all in favor, the motion carried.

Executive Session:  Union Contract Negotiations – City Administrator Prafke requested a closed session to discuss union contract negotiations with the International Union of Operating Engineers Local #70 (Streets and Utility) unions. In motion by Pfeifer, seconded by Kvamme, Resolution No. 2018-08 entitled “Resolution Calling For Closed Sessions“ was introduced.  Upon roll call, with all in favor, the Resolution was declared passed and adopted.  A complete copy of Resolution No. 2018-08 is contained in the City Administrator’s book entitled Council Resolutions 22.

Councilmember Grams arrived at 3:02 p.m.

The Council adjourned to closed session to discuss Utilities Union contract negotiations at 3:03 p.m.  Councilmember Carlin arrived at 3:04 p.m.  Councilmember Brand arrived at 3:08 p.m.

The Council returned to open session at 3:20 p.m.

The Council adjourned to closed session to discuss Streets Union contract negotiations at 3:22 p.m.  The Council returned to open session at 3:31 p.m.

2018 Utilities Union Contract – City Administrator Prafke recommended approval of the 2018 Utilities Union contract which included a term of one year; a 2.4% across the board wage increase; an additional thirty cents per hour for each Electric crew member; an additional ten cents per hour for each Water, Wastewater, and Stormwater crew member; a change in the Water Operator’s schedule to remove Class A and add Class B plus 20 years; a $10 increase in on-call pay (to $205 per week); and technical changes to dates and typos. In motion by Kvamme, seconded by Carlin, Resolution No. 2018-09 entitled “Resolution Approving Contract By And Between The City Of Saint Peter And International Union Of Operating Engineers, Local 70, AFL-CIO (Utilities) For Calendar Year 2018“ was introduced.  Upon roll call, with all in favor, the Resolution was declared passed and adopted.  A complete copy of Resolution No. 2018-09 is contained in the City Administrator’s book entitled Council Resolutions 22.

2018 Streets Union Contract – City Administrator Prafke recommended approval of the 2018 Streets union contract which provided for a 2.5% across the board increase; an additional $0.75 per hour increase for the Facilities Maintenance Lead Worker position; removal of the Forestry positions from the union (to be included in the Parks Union in the future); and technical changes to dates and typos.  In motion by Brand, seconded by Johnson, Resolution No. 2018-10 entitled “Resolution Approving Contract By And Between The City Of Saint Peter And International Union Of Operating Engineers, Local 70, AFL-CIO (Streets) For Calendar Year 2018“ was introduced.  Upon roll call, with all in favor, the Resolution was declared passed and adopted.  A complete copy of Resolution No. 2018-10 is contained in the City Administrator’s book entitled Council Resolutions 22.

There being no further business, a motion was made by Pfeifer, seconded by Carlin, to adjourn.  With all in favor, the motion carried and the meeting adjourned at 3:33 p.m.
